- Introduction
What is a publication scheme?
A publication scheme is a document which describes the information a public authority publishes or intends to publish. In this context, 'publish' means to make information available, routinely. These descriptions are called 'classes of information'. The Scheme is not necessarily a list of actual publications, as this will change as new material is published or new material revised. It is, however, the College鈥檚 commitment to abide with the spirit of the Act and make publicly available the information described.
The 'model' publication scheme for higher education
性视界传媒 has adopted the model publication scheme developed for the Higher Education sector across England, Wales and Northern Ireland. Its purpose is to make the maximum amount of information readily available at minimum inconvenience and cost to the public. Charges made for routinely published material will be justified and transparent and kept to a minimum.
Some of the categories in the model scheme do not precisely match College activities. Every effort has been made to make as much information available as possible and links have been provided to content on the College's website which is updated as appropriate. Any queries and requests for clarification should be addressed to foi@wolfson.cam.ac.uk. The College also welcomes feedback about the scheme.
Note: The College operates as an autonomous body within the federated structure of the University of Cambridge. To assist members of the public, some links are provided to the University of Cambridge website, but the College is not responsible for this content.
- How the Scheme is arranged
There are seven main groups (and classes within them) that form this model publication scheme. The Information Classes are:
1. Who we are and what we do
This group includes organisational information, locations and contacts, constitutional and legal governance.
2. What we spend and how we spend it
This section provides financial information relating to projected and actual income and expenditure, tendering, procurement and contracts.
3. What our priorities are and how we are doing
This category contains strategy and performance information, plans, assessments, inspections and reviews.
4. How we make decisions
This class includes policy proposals and decisions, decision making processes, internal criteria and procedures and consultations.
5. Our policies and procedures
This category provides information about our current written protocols for delivering our functions and responsibilities.
6. Lists and registers
This group contains information held in registers required by law and other lists and registers relating to the functions of the College.
7. The services we offer
In this category are descriptions of the services offered, advice and guidance, booklets and leaflets, transactions and media releases.
- The method by which information published under this scheme will be made available
The College will indicate clearly to the public what information is covered by this scheme and how it can be obtained.
Where it is within the capability of the College, information specified in this scheme will be provided on its website. Where it is impracticable to make information available on its website or when an individual reasonably does not wish to access the information by the website, the College will indicate how the information can be obtained by other means and provide it by those means.
In exceptional circumstances some information may be available only by viewing in person. Where this manner is specified, contact details will be provided. An appointment to view the information will be arranged within a reasonable timescale.
Information will be provided in the language in which it is held or in such other language that is legally required. Where the College is legally required to translate any information, it will do so.
Obligations under disability and discrimination legislation and any other legislation to provide information in other forms and formats will be adhered to when providing information in accordance with this scheme.
- Charges which may be made for Information published under this scheme
The purpose of this scheme is to make the maximum amount of information readily available at minimum inconvenience and cost to the public. Charges made by the College for routinely published material will be justified and transparent and kept to a minimum.
Material which is published and accessed on a website will be provided free of charge.
Charges may be made for information subject to a charging regime specified by Parliament.
Charges may be made for actual disbursements incurred such as:
- photocopying
- postage and packaging
- the costs directly incurred as a result of viewing information
Charges may also be made for information provided under this scheme where they are legally authorised, they are in all the circumstances, including the general principles of the right of access to information held by public authorities, justified and are in accordance with a published schedule or schedules of fees which is readily available to the public.
If a charge is to be made, confirmation of the payment due will be given before the information is provided. Payment may be requested prior to provision of the information.

Legal framework
性视界传媒 is governed by Statutes and Ordinances. These documents can be viewed as pdf files which incorporate the latest revisions. The College鈥檚 Royal Charter was granted on 27 October 1976 and, with the Statutes, came into effect on 1 January 1977.
How the institution is organised
The College is administered by the President and the Governing Body comprising the President and all the Fellows of the College under Titles A, B, C and D in accordance with the Statutes and Ordinances. The Governing Body normally meets four times per year. Rules relating to the Governing Body may be found in the Statutes (Chapters AIII and AIV).
The principal officers of the College include the President, the Vice鈥怭resident, the Bursar, the Senior Tutor, and Development Director, who perform the duties specified in the Statutes of the College.
The educational work of the College is performed by the 性视界传媒Tutorial Team, which is supported by the Tutorial Office. An up鈥恡o鈥恉ate list of Directors of Studies may be obtained from the Undergraduate Office.

The Governing Body appoint various committees, whose function is to undertake preparatory work for Governing Body meetings.

Student activities
性视界传媒 Student Association (WCSA) is the principal student association for undergraduate and postgraduate students. The constitution may be found . WCSA has its own .

The College is not a public authority for the purpose of European Law relating to tendering requirements.
Its normal practice in relation to capital works is to procure them through a tendering process.
Contracts
The College does not publish details of its commercial contracts.
Research funding
The college offers financial support for the research activities of its Junior Research Fellows and Students.

The academic assessment of students at the College is conducted through Tripos and other University examinations (for undergraduates) and through the Board of Graduate Studies of the University (for graduate students). Information may be found on the .

Written Requests
Information held by the College that is not currently published under its publication scheme can be requested in writing, when its provision will be considered in accordance with the provisions of the Freedom of Information Act 2000. Requests for environmental information will be considered under the Environmental Information Regulations 2004.

The College will acknowledge receipt of your request as soon as possible and respond in writing within 20 working days, or sooner if practicable.
The College may seek clarification of your request. If we need to do this, the deadline for reply will be extended until you supply this information.
In most cases the College will endeavour to provide information electronically and free of charge. Where it is more appropriate to provide information in other formats, we may charge a fee to cover disbursement costs such as printing and postage.
If your request would take excessive resources of time to fulfil, the College may refuse it on the grounds that it exceeds the appropriate cost limit (as set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004) or charge a fee for work over and above this limit. We will notify you and obtain your agreement before imposing any charges.
This can be avoided by making your request as specific as possible. We would be happy to offer guidance about the framing of enquiries.
- Exemptions
While you may ask for any information that is held by the College, this does not mean the College is obliged to provide the information, and there may be a good reason why the College should not make public some or all of the information requested. Requestors will not be entitled to information to which any of the exemptions in the FOIA applies. Where an exemption is applied, the College's response to your request will explain what exemptions have been applied, and why. A full list of exemptions can be found on the .
- Complaints
The College takes its obligations and responsibilities under the UK General Data Protection Regulation (UK GDPR) (2018), the Data Protection Act (2018), and the Privacy and Electronic Communications Regulations (PECR) very seriously. However, if you feel that the College has not met your expectations while handling your personal data, you have the right of complaint.
This procedure sets out how the College will respond to complaints relating to:
- Individuals and the use of their personal data and/or personal data processing
- The handling of a Data Subject Access Request
How to raise a concern or make a complaint
If you wish to raise a concern or make a complaint about the way in which your personal data or a Data Subject Access Request has been handled, you are advised to follow the College鈥檚 Data Protection Complaints Procedure.
The College hopes to address all concerns and resolve complaints on an informal basis, and would advise individuals to follow the informal complaints, before pursuing the formal complaints procedure.
Step 1: Informal complaint

- The CDPL will acknowledge your complaint within 5 working days and reply in full within one month. (There may be occasions where we require further information or clarification, or more time to complete our response. If this occurs, the CDPL will inform you within the original timescales and agree a new response time with you).
- If you are dissatisfied with our response, or do not receive our response within one month, please follow the formal complaints procedure.
Step 2: Formal complaint
If you continue to be dissatisfied with the College鈥檚 response, you can make a formal complaint.

- The CDPL will acknowledge your formal complaint within 5 working days.
- Your complaint will be investigated by a senior member of the College who was not involved in the College's response to your request. A response should be provided within one month from the receipt of your formal complaint.
- A written response to your complaint will be sent to you using your preferred communication method.

If, after following the Data Protection Complaints Procedure, you are still dissatisfied with our response, you may refer the matter to the Information Commissioner's Office (ICO).

We will use your personal information to log, consider and answer your FOI request. We will liaise with colleagues internally (including those collating the information requested and any other offices with an interest in the response) as well as, on occasion, external advisors and/or third parties who may need to be consulted.
